I feel like it's something incredibly simple but I just am unable to find anything anywhere about it in searching. I've tried looking through this as well though the fx controller, parameters, and relevant animation files but I still couldn't figure out how they managed to do it with the values i could find and when i try to create animations that use the float parameter as well as other potentially related parameters it simply does not do anything at all. I didn't even know honestly if it was possible in game as for a long time it seemed only playspace mover and advanced settings could allow for it, but I saw some time back that GoGoLoco was able to introduce this in one of its radial menu submenus as a float setting that could move your model up and down while syncing your view still with your model.
